The power of population is so superior to the power of the earth to produce subsistence for man, that premature death must in some shape or other visit the human race.\u201d <a href=\"http:\/\/www.econlib.org\/library\/Malthus\/malPop3.html\" target=\"_blank\" rel=\"noopener\">[1]<\/a><\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Thomas Malthus, 1798<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">In 1798, English economist Thomas Malthus issued a dire prediction: that population growth would outpace growth in the food supply until starvation checked human populations. Mercifully, this forecast failed to pass. The Industrial Revolution\u2019s increases in agricultural mechanization led to dramatic long-term growth in agricultural yields, enough to feed a growing population <a href=\"http:\/\/www.newbooks-services.de\/MediaFiles\/Texts\/3\/9780521543323_Intro_001.pdf\" target=\"_blank\" rel=\"noopener\">[2]<\/a>, <a href=\"http:\/\/www.cambridge.org\/gb\/academic\/subjects\/history\/economic-history\/british-economic-growth-12701870?format=PB\" target=\"_blank\" rel=\"noopener\">[3]<\/a>. In the centuries preceding his statement, wheat yields in Malthus\u2019s home country, Britain, grew very slowly. In the years following the Industrial Revolution, yield growth inflected sharply higher due to mechanized farming, powered by fossil fuels.<\/span><\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-25106 size-full\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1.png\" alt=\"England's Crop Yield, 1270-1870\" width=\"840\" height=\"504\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1.png 840w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1-300x180.png 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1-768x461.png 768w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image1-600x360.png 600w\" sizes=\"auto, (max-width: 840px) 100vw, 840px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400\">Those same fossil fuels are today driving climate change, contributing to extreme weather such as droughts, a grave threat to global food security <a href=\"https:\/\/www.nature.com\/articles\/nature09763\" target=\"_blank\" rel=\"noopener\">[4<\/a>, <a href=\"http:\/\/blogs.ei.columbia.edu\/2011\/03\/22\/climate-change-to-exacerbate-rising-food-prices\/\" target=\"_blank\" rel=\"noopener\">5]<\/a>. Longer-term, climate change also lowers agricultural yields. A 2011 <\/span><i><span style=\"font-weight: 400\">Science<\/span><\/i><span style=\"font-weight: 400\"> article showed that corn yields declined 3.8% and wheat yields declined 5.5% between 1980 and 2008 due to climate change <a href=\"http:\/\/science.sciencemag.org\/content\/333\/6042\/616\">[6]<\/a>. The Intergovernmental Panel on Climate Change believes that climate-related crop yield declines of 10% to 25% will become more prevalent by 2049 <a href=\"https:\/\/www.ipcc.ch\/pdf\/assessment-report\/ar5\/syr\/AR5_SYR_FINAL_SPM.pdf\" target=\"_blank\" rel=\"noopener\">[7]<\/a>.<\/span><\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image3.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-25104\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image3.png\" alt=\"\" width=\"635\" height=\"494\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image3.png 635w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image3-300x233.png 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image3-600x467.png 600w\" sizes=\"auto, (max-width: 635px) 100vw, 635px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400\">The United Nations\u2019 Food and Agriculture Organization (\u201cFAO\u201c) is today\u2019s anti-Malthus, tasked with eliminating world hunger by 2030. FAO believes that \u201cclimate change threatens our ability to achieve global food security\u201d <a href=\"http:\/\/www.fao.org\/climate-change\/en\/\" target=\"_blank\" rel=\"noopener\">[8]<\/a>. Per FAO, 815 million people were undernourished in 2016, up from 777 million in 2015 <a href=\"http:\/\/www.fao.org\/state-of-food-security-nutrition\/en\/\" target=\"_blank\" rel=\"noopener\">[9]<\/a>. Climate change may impoverish another 122 million by 2030 <a href=\"http:\/\/www.fao.org\/3\/a-i7175e.pdf\" target=\"_blank\" rel=\"noopener\">[10]<\/a>. <\/span><span style=\"font-weight: 400\">\u00a0<\/span><span style=\"font-weight: 400\">This will primarily hurt those in developing countries, who in a sad irony have contributed the least to climate change, yet stand to lose the most <a href=\"https:\/\/www.nytimes.com\/2014\/03\/29\/world\/asia\/facing-rising-seas-bangladesh-confronts-the-consequences-of-climate-change.html?_r=0\" target=\"_blank\" rel=\"noopener\">[11]<\/a>. In order to eliminate hunger, climate change\u2019s impact on the global food supply chain must therefore be addressed.<\/span><\/p>\n<p><b>Feeding the hungry in a warming world<\/b><\/p>\n<p><span style=\"font-weight: 400\">In the last two years, FAO has allocated $129mm to remediating climate change\u2019s impact on food supply chains (25% of FAO\u2019s overall budget) <a href=\"http:\/\/www.fao.org\/3\/a-i7175e.pdf\" target=\"_blank\" rel=\"noopener\">[10]<\/a>. Key to FAO\u2019s work over the short term is Climate Smart Agriculture (\u201cCSA\u201d), a program designed to develop \u201ctechnical, policy and investment conditions to achieve sustainable agricultural development for food security under climate change\u201d. Examples of CSA work include a recent pilot in Tanzania training nearly 5,000 farmers on soil and water conservation and zero tillage farming\u00a0<a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/united-republic-of-tanzania\/en\/\" target=\"_blank\" rel=\"noopener\">[12]<\/a>. A similar pilot in Kenya reached over 4,500 farmers <a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/kenya\/en\/\" target=\"_blank\" rel=\"noopener\">[13]<\/a>. FAO recently launched an ongoing CSA pilot in DR Congo in 2017, which will continue through 2020 <a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/democratic-republic-of-congo\/en\/\" target=\"_blank\" rel=\"noopener\">[14]<\/a>. Similar ongoing programs exist in Asia, Latin America and the Caribbean <a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/en\/\" target=\"_blank\" rel=\"noopener\">[15]<\/a>. <\/span><\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-25105\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image2.png\" alt=\"\" width=\"434\" height=\"309\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image2.png 434w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2017\/11\/image2-300x214.png 300w\" sizes=\"auto, (max-width: 434px) 100vw, 434px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400\">Medium-term FAO projects include facilitating farmers\u2019 access to financing, helping countries develop climate change and disaster readiness plans, and providing knowledge and training across the agricultural supply chain, all with the overall goal of eliminating world hunger by 2030. FAO is also expanding FAOSTAT, FAO\u2019s online food and agriculture data platform <a href=\"http:\/\/www.fao.org\/3\/a-i7175e.pdf\" target=\"_blank\" rel=\"noopener\">[10<\/a>, <a href=\"http:\/\/www.fao.org\/faostat\/en\/#home\" target=\"_blank\" rel=\"noopener\">16]<\/a>. <\/span><\/p>\n<p><b>What else should FAO do?<\/b><\/p>\n<p><span style=\"font-weight: 400\">Both local efforts to ameliorate hunger and global efforts to reduce emissions will be necessary if FAO is to truly eliminate hunger by 2030 and defeat Malthus\u2019s prediction once and for all.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Short term, FAO must focus on building agricultural self-sufficiency within the context of a changing climate. Food aid should be used as a last resort to avoid unintentionally crowding out local farmers. The US foreign aid office (USAID) states that \u201cthe long-run [effects of food aid] may have significant negative impacts on developing the local markets\u2026\u201d <a href=\"http:\/\/pdf.usaid.gov\/pdf_docs\/pnadm069.pdf\" target=\"_blank\" rel=\"noopener\">[18]<\/a>. Training farmers is thus preferable. Given the success of early climate-adaptation training pilots such as those in Tanzania and Kenya <a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/united-republic-of-tanzania\/en\/\" target=\"_blank\" rel=\"noopener\">[12<\/a>, <a href=\"http:\/\/www.fao.org\/in-action\/micca\/on-the-ground\/africa\/kenya\/en\/\" target=\"_blank\" rel=\"noopener\">13<\/a>], these programs should be expanded.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Medium term, <\/span><span style=\"font-weight: 400\">FAO should emphasize reducing emissions in the food supply chain, particularly in developed countries. Agriculture is a major producer of greenhouse gases (\u201cGHGs\u201d). Opportunities to slow climate change include reducing emissions per unit of food as well as carbon sequestration (long-term storage of carbon, e.g. in soil or biomass) [<a href=\"https:\/\/www.ipcc.ch\/pdf\/assessment-report\/ar5\/wg3\/ipcc_wg3_ar5_chapter11.pdf\" target=\"_blank\" rel=\"noopener\">17<\/a>, <a href=\"http:\/\/www.fao.org\/3\/a-i7175e.pdf\" target=\"_blank\" rel=\"noopener\">10<\/a>]. Meat in particular contributes to emissions, although to what extent is subject to debate. Worldwatch, an environmental research organization, claimed in 2009 that 51% of global GHG emissions are livestock-related <a href=\"https:\/\/www.worldwatch.org\/files\/pdf\/Livestock%20and%20Climate%20Change.pdf\" target=\"_blank\" rel=\"noopener\">[19]<\/a>. FAO estimates a lower 18% figure <a href=\"https:\/\/bittman.blogs.nytimes.com\/2012\/07\/11\/fao-yields-to-meat-industry-pressure-on-climate-change\/\">[20]<\/a>.
