{"id":11164,"date":"2016-11-04T08:20:53","date_gmt":"2016-11-04T12:20:53","guid":{"rendered":"https:\/\/digital.hbs.edu\/platform-rctom\/submission\/the-hot-war-how-will-the-department-of-defense-fight-a-warming-planet\/"},"modified":"2016-11-04T08:20:53","modified_gmt":"2016-11-04T12:20:53","slug":"the-hot-war-how-will-the-department-of-defense-fight-a-warming-planet","status":"publish","type":"hck-submission","link":"https:\/\/d3.harvard.edu\/platform-rctom\/submission\/the-hot-war-how-will-the-department-of-defense-fight-a-warming-planet\/","title":{"rendered":"The \u201cHot War\u201d: How Will the Department of Defense Fight a Warming Planet?"},"content":{"rendered":"<p>The United States Department of Defense faces a new, insidious enemy\u2014a\u00a0threat that can destroy key U.S. bases, weaken allies, and strike deep within the homeland [1].<\/p>\n<p><strong>What Is the Threat?<\/strong><\/p>\n<p>According to the Department of Defense, climate change is a \u201cthreat multiplier\u201d because its effects \u201cwill intensify the challenges of global instability, hunger, poverty and conflict\u201d [2]. \u00a0Rising sea levels and more frequent extreme weather events will have a direct impact on the United States\u2019 strategic and defensive interest, \u00a0But climate change is also indirectly threatening the United States, and is expected to generate more political instability and mass migrations in decades to come.<\/p>\n<p><strong><em>Rising Sea Levels.\u00a0 <\/em><\/strong>Rising sea levels will increasingly threaten strategic military bases in the United States and throughout the world.\u00a0 NASA estimates that global sea levels rose an average of 6.7 inches (17 centimeters) during the 20th century [3], and may rise as much as 3 feet or more during the 21st century [4].<\/p>\n<p>Consequently, as many as 19 key military bases may be jeopardized by rising sea levels [5]. \u00a0For example, one study estimates that four bases, including NAS Key West, are at risk of losing 75-95% of their land by 2100 (see chart below) [6].\u00a0 The Department of Defense will need to decide between environmental mitigation, land reclamation or complete relocation strategies for these bases [7].<\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-11159 alignright\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas.png\" alt=\"risingseas\" width=\"700\" height=\"442\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas.png 940w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas-300x189.png 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas-768x484.png 768w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/RisingSeas-600x379.png 600w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p style=\"text-align: left\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong><em>Unpredictable, Extreme Weather.<\/em><\/strong>\u00a0 Event attribution\u2014especially in the case of climate change\u2014remains a probabilistic science [8]. \u00a0However, annual reports by the National Oceanic and Atmospheric Administration (NOAA) have repeatedly cited climate change as an influencing factor for extreme weather and climate events [9].<\/p>\n<p>Extreme weather events can hinder military and intelligence operations.\u00a0 For example, extreme storms may inhibit aerial surveillance or reconnaissance capabilities, or may increasingly divert military resources towards humanitarian assistance following extreme weather occurrences [10].<\/p>\n<p><strong><em>Global Instability.<\/em><\/strong>\u00a0 Climate change also poses severe indirect threats to the United States.\u00a0 For example, the increasingly impactive effects of climate change\u2014such as water shortages or disruptions or reductions in agricultural production\u2014could cause political instability and mass migrations in developing countries [11].<\/p>\n<p>\u201cMankind\u2019s relationship with the natural world is aggravating these problems and is a potential source of crisis,\u201d admits U.S. Central Intelligence Agency Director John O.
