Shown in training courses at <a href=\"https:\/\/jsou.socom.mil\/Pages\/Default.aspx\">Joint Special Operations University<\/a>, the short film portrays the world&#8217;s cities of 2030 as sprawling labyrinths that are crumbling due to\u00a0overpopulation and economic inequality, exacerbated by the compounding forces of global climate change.\u00a0&#8220;This is the world of our future,&#8221; the video&#8217;s narrator states. &#8220;It is one we are not prepared to operate effectively in. CalTech&#8217;s Jet Propulsion Laboratory at Pasadena responded with a <a href=\"http:\/\/oai.dtic.mil\/oai\/oai?verb=getRecord&amp;metadataPrefix=html&amp;identifier=ADA469325\">23-page report<\/a>\u00a0arguing that the risk should be elevated &#8220;beyond a scientific debate to a U.S. national security concern.&#8221; Authors Peter Schwartz and Doug Randall found continued warming could result in\u00a0a rapid fall in the planet&#8217;s human carrying capacity, setting the conditions for mass competition, an upheaval of the global political order, and the\u00a0ensuing outbreak of widespread conflict [5].<\/p>\n<figure id=\"attachment_12305\" aria-describedby=\"caption-attachment-12305\" style=\"width: 476px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/screen-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-12305\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/screen-2.jpg\" alt=\"Schwartz and Randall's model of declining global carrying capacity.\" width=\"476\" height=\"320\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/screen-2.jpg 476w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/screen-2-300x202.jpg 300w\" sizes=\"auto, (max-width: 476px) 100vw, 476px\" \/><\/a><figcaption id=\"caption-attachment-12305\" class=\"wp-caption-text\"><em>Schwartz and Randall&#8217;s model of declining global carrying capacity.<\/em><\/figcaption><\/figure>\n<p style=\"text-align: justify\">Even if such an extreme scenario might be avoided, scientists have found strong causal evidence linking\u00a0the\u00a0myriad adverse effects of climate change to\u00a0rising levels instability and violence across geographies. <a href=\"http:\/\/science.sciencemag.org\/content\/341\/6151\/1235367\">One recent study<\/a> found that the frequency of intergroup conflict rises 14% for each standard deviation (1\u03c3) change in temperature &#8212; a disturbing conclusion, as scientific\u00a0consensus projects warming of 2\u03c3 to 4\u03c3 over the next 30 years [6, 7].<\/p>\n<p style=\"text-align: justify\"><strong>Foreseeable challenges<\/strong><\/p>\n<p style=\"text-align: justify\">A changing climate\u00a0is not just likely to drive higher demand for the forceful resolution of conflict, but will also complicate the\u00a0military&#8217;s operational procedures and threaten its worldwide network of assets. Special operations forces and other combat arms units will have to spend more time training for defense support to civil authorities (DSCA) missions and\u00a0noncombatant evacuation operations (NEOs), while simultaneously maintaining proficiency across their traditional mission profiles. National Guard units must also prepare\u00a0to provide competent disaster relief and civil support services despite limited budgets and training resources.<\/p>\n<p style=\"text-align: justify\">At the same time, climate change puts countless US military installations at risk, including bases within America as well as 800-plus\u00a0others around the globe. The financial value of simply maintaining these facilities under current conditions <a href=\"http:\/\/www.politico.com\/magazine\/story\/2015\/06\/us-military-bases-around-the-world-119321\">weighs in at over $85 billion per year<\/a>\u00a0[8]. The\u00a0majority of these bases and ports are coastal installations that are predictably vulnerable to rising sea levels. Source: 5W Infographics.<\/em><\/figcaption><\/figure>\n<p style=\"text-align: justify\">Finally, the potential impact on\u00a0the military&#8217;s acquisition and supply chain requirements is obvious. Economic and resource disruptions will not only create difficulties for the production of additional military equipment in a time of need, but would also limit the ability of all services to fuel and power their vehicles, ships, planes, and bases.<\/p>\n<p style=\"text-align: justify\"><strong>The way forward<\/strong><\/p>\n<p style=\"text-align: justify\">Fortunately, various departments within the US Government have at last come to focus on this emerging threat. In December 2012, the Department of Defense established a Climate Change Adaptation Working Group (CCAWG) in response to Executive Orders 13514 and 13653 [9]. In 2014 the DoD published\u00a0a comprehensive set of reports and policy letters, including the <a href=\"http:\/\/ppec.asme.org\/wp-content\/uploads\/2014\/10\/CCARprint.pdf\">Climate Change Adaptation Roadmap<\/a>\u00a0and the <a href=\"http:\/\/www.defense.gov\/Portals\/1\/features\/defenseReviews\/QDR\/2014_Quadrennial_Defense_Review.pdf\">2014 Quadrennial Defense Review<\/a> [10, 11].<\/p>\n<p style=\"text-align: justify\">Department Secretaries, the Joint Chiefs, and Combatant Commanders\u00a0must now execute on the <a href=\"http:\/\/www.defense.gov\/Portals\/1\/Documents\/pubs\/471521p.pdf\">first official directive<\/a> from the Pentagon [12]. The greatest danger is that slow planning cycles will delay the start of\u00a0implementation processes\u00a0requiring\u00a0years of aggressive and sustained effort.\u00a0Planners should modify\u00a0their long-term forecasts now to account for a global order and physical landscape that may severely restrict the military&#8217;s current freedom of maneuver and economic access. To reduce the risk of systemic shock, models should prioritize diversity in equipment and power sources, as well as modularity in the design of\u00a0facility and infrastructure networks.\u00a0<a href=\"https:\/\/www.scientificamerican.com\/article\/energy-security-drives-u-s-military-to-renewables\/\">Early efforts<\/a> to draw more energy from sustainable sources must receive greater attention from top brass, as current over-reliance on non-renewable sources exposes the military services to heightened risk [13]. Most importantly, field-grade officers throughout the services\u00a0should be encouraged to act on their own bottom-up analysis.<\/p>\n<p style=\"text-align: justify\">A changing climate presents looming challenges to global stability and US national security in the years ahead.
