Once there is need for extra staff, even though there is money available, extra positions are simply not given. This creates a &#8220;grey market&#8221; where extra hours and even full positions are created, as there is a need for more personnel that are described as emergency. Examples include lucrative overtime use\u00a0and outsourcing. It all ends up costing more.<\/p>\n<p>If there would be enough positions, we could work more efficiently for less money, too. Now everybody is unmotivated as the emergency solutions are worse than solving the issue in normal hiring.
